After all Mr X had already made a handrail to the police in December 2013 concerning madam Y and her husband.This means that Mr X was already at the time being harassed by madam Y and her husband. 

Also, he was harassed by his new neighbour (miss P) in February 2014 the time that madam Y decided to put her complaint by the police against Mr X.

His new neighbour did not stay long at the small building where he lives.
