MAYOTTE A DEPARTMENTALIZATION UNPREPARED

Mayotte suffered for two weeks a general strike enameled many violence. The Inter CGT-FO-CFDT blocks the island of the archipelago of the Comoros for the alignment of social benefits on the Metropolis.

This distant territory - 8000 kilometers from Paris, French since 1841 - became department in 2009 after a local referendum initiated by President Nicolas Sarkozy.

Once departmentalization cohosh finally in 2011, the legal standards in force in Mayotte had to line up at as those applied in other metropolitan departments or overseas territories. This integration is spreading gradually over a period of twenty or twenty-five years.
For the Court of Auditors, the departmentalization was "unprepared". The financial judges described the financial situation of the department of Mayotte and towns as "close to the impasse" report of 164 pages published in January 2016).

The Court of Auditors made public on 13 January 2016, a thematic report on the departmentalization of Mayotte island of the Comoros archipelago, part of France since 1841. Local government of the Republic and community overseas it became the Department of Mayotte March 31, 2011. implementation of a worrying socio-economic context, marked by strong demographics and a major illegal immigration, this rapid departmentalization was poorly prepared and poorly controlled. The financial position of the Department of Mayotte and common deteriorated. The lack of clarity of the financial perspective in which this institutional evolution registered is further complicated the situation. The prerequisites identified in 2008 in the "Pact for the departmentalization" were not filled on time: alignment of regulations and applicable laws, passing ordinary taxation, land issues, in particular. Given the urgency to meet the needs of basic infrastructure (water, sanitation, housing, school buildings) and social problems facing the island (social child welfare, unemployment, in particular), the Department and State must draw up clear and immediately begin the implementation of appropriate action priorities.

The cultural gap is still huge with Metropolis: polygamy is widespread, local law is still largely inspired by African customs and charia. And population is expressed more readily in the local dialect "shimaore" in French .

Thanks to several grants, the Elysee has provided a reconciliation of gold in this territory. As highlighted in The World in 2008 "for many Mahorais, departmentalization (is) synonymous alignment of the metropolis in terms of social benefits."
According to the analysis of the Court of Auditors, the draft contract 2008-2014 State-Mayotte, was endowed with 444.4 million euros; an investment fund also ensures exceptional funding from the catch-up plan for equipment, with a budget of € 150 million for 2013-2015.

Mayotte a fund for economic, social and cultural development was created in 2011, with 10 million euros a year. Finally, as part of the plan "Mayotte 2025", the Prime Minister announced a total budget of 378 million euros.
A drag on the French
Eager for public money, Mayotte elected wanting more. Less populated than the Nièvre, this department has adopted a budget deficit of 46 million euros for 2016, including a soaring personnel costs.
If Mayotte is maintained in the French fold, taxpayers should expect to be increasingly punctured in the coming years ...
alarming detail, maternity Mamoudzou, the capital of the department of Mayotte, is the largest maternity France: more than 7300 children have thus created in 2014. Every 24 hours, the equivalent of a class primary born there.
This, because thousands of Comoran neighboring islands just give birth (70% to 75% of births), in order to benefit their offspring of French nationality, without paying the fees that are paying metropolitan taxpayers. Illegal immigration from the island of Anjouan is such that the administrative authorities and the police are overwhelmed and long ... Taxpayers Associates warned ...

The disaster was sadly predictable. Associates taxpayers had sounded the alarm in 2009 and called for a national referendum on the transformation of this community department oversea.

Only the inhabitants of Mayotte were consulted at the time, while it is all the French that finance funds lost social benefits of this confetti of Empire Islamized, such as wage bonuses and bonuses of public officials ( often metropolitan) of this on-department working for the state.

In 2016 was already said that: taxpayers do not have to pay for this departmentalization ruinous and forcibly imposed.

Saisi!!!!!
