HOW ANNE HIDALGO WATERS THE ASSOCIATIONS IN PARIS

The Paris Council will meet from 12 to 15 December 2016 to deliberate on the City's projects.
The municipality of Anne Hidalgo will distribute hundreds of thousands of euros of public aid to associations. Including € 25,000 to an association that installs automatic syringe dispensers and distributes inhalation kits for crack smokers. Or 10,000 euros for an association led by elected Communists…
The Paris Council - where one out of two deliberations is used to award grants - meets 9 to 10 times a year. This TOP 10 therefore only mentions one agenda.

The clientelism was not born, of course, with the left. It already existed in Paris under the right of Jacques Chirac and Jean Tiberi. The budget for aid to associations was already substantial: 133 million euros in 2001, when Bertrand Delanoë took the reins of the Town Hall ...

But the former socialist mayor has professionalized the system: a large number of civil servants have been recruited to manage the grant files. The rise of these has become dizzying and has continued to increase since 2014 with the reign of Anne Hidalgo.
In 2015, the City of Paris paid several thousand associations € 310 million in operating grants (an increase of € 8 million compared to 2014), or more than € 140 per capita.

At a time when Anne Hidalgo is complaining of the decline in the state's allocation to the City of Paris, at a time when she plays with the rules of local accounting to make her believe she is a good manager, We invite him to sweep before his door, and beginning with this:
So here is our TOP of the most shocking subsidies of the City of Paris

1. 40 500 euros to the association SAFE in 2 subsidies of the department of Paris. One of 25 000 euros to install automatic dispensers of syringes in Paris, as well as inhalation kits for smokers of crack.

The other of 15,500 euros for a study on "practices and risk-taking of drug injecting drug users".

The association currently manages 34 automata distributed in 16 districts of Paris, a toxic mesh of the capital that the Parisian administration describes as "harmonious implantation" (sic).
2. 23,000 euros to the association "Impossible" for two projects including "artistic workshops and citizens in prison that offer a residence of writing sound in detention on the theme of identity around the creation and manufacture Of sound objects.

Each participant will create a singular sound environment. A work of staging and dissemination of this creation will be made then to the Wind Se Lève [a cultural place, Editor's note].

Sound creation is used here as a pedagogical medium: the objective is to allow the expression, reflection and verbalization of questions related to its identity and its place in the community (sic). "
A workshop to make envy terrorist Salah Abdeslam, detained in the VIP square of the prison of Fleury-Mérogis (Essonne).
3. 15 000 euros to the association "HeSam University" (Haunts Schools Sorbonne - Arts et Métiers) for a study on "The Olympic and Paralympic Games, accelerating the rapprochement between Paris and Seine-Saint-Denis" Greenhouses.
If Paris organizes the 2024 Olympics, the bill is going to be very salty for the taxpayers with random economic spinoffs (see our article "JO de Paris 2024: at what price?").

4. 4,000 euros to the association "Lire en Afrique" for the creation of a library in the cultural center of Grand Yoff in Dakar (Senegal).

The object of the subsidy therefore does not directly concern Parisian women.
5. 20 000 euros to the "Ayyem Zamen" association for "an action to locate and locate very old and isolated immigrants" in the 18th and 20th arrondissements "in order to be able to accompany them to the Adapted structures "(source).

Voter registration? In principle, Article 8 of the law of 6 January 1978, known as the "Data Protection Act", prohibits - with rare exceptions - the collection and recording of information revealing, directly or indirectly, "racial" or ethnic groups, and the religious affiliation of individuals.
6. 10,000 euros to the "French Association of Municipalities, Departments and Regions for Peace" (AFCDRP) for 3 main activities.

One of them is "a pedagogical and commemorative activity around the plantation and the cultivation, in the public space of Paris, of seeds from trees that survived the bombing of Hiroshima".

This association is not based in Paris but in Malakoff (Hauts-de-Seine). The AFCDRP office is led by 5 Communist elected representatives and an elected member of the Left Radical Party.

Honorary President Daniel Fontaine is the former communist mayor of Aubagne who spent his citizens' money on a nuclear summit in New York in 2010. He has since been ordered to reimburse 4,500 euros of his trip.
7. 15 000 euros to the association "Syndicate du Logement et de la Consummation" (SLC), whose objective is to defend Parisian tenants, mainly those of the social park of the City of Paris. (Source) A beautiful envelope to silence potential troublemakers ...

8. € 6,600 to the association "Transparency International France" to raise citizens' awareness of the dangers and consequences of corruption.
In 2014, Transparency International France congratulated the Paris Council. Two years later, Anne Hidalgo pays them a grant.

Transparency International is a global NGO, present in some 100 countries. It is a good idea to attract support. It intends to fight corruption in all its forms but obviously not against the subsidy.

In France, the association is chaired by a pillar of the system: Daniel Lebègue, inarch, former director of the Treasury, ex-general manager of the Caisse des depots et consignations.

The Corruption Observatory, a tool of Associated Taxpayers for the moralization of public life, will never ask for any public subsidy. It is the price of independence...
9. € 5,500 to the "Coordination of Associations for the Right to Abortion and Contraception" (CADAC) for international meetings to support the legalization of abortion abroad.

The object of the subsidy therefore does not directly concern Parisian women.

10. 1,000 euros to the association "Space analytique, association of psychoanalytic training and Freudian research" for the training of a Georgian coordinator on the understanding and management of autistic disorders in Georgia.

The object of the subsidy therefore does not directly concern Parisian women.
And also :

5 083 euros to the association "Les Amis des Jardins du Ruisseau" which "envisages (sic) installing a large rotary greenhouse of 4.50 m high, composed of multicolored and swiveling glass slides (...) Urban agriculture of tomorrow ".

2 000 euros at the Ornithological Center Île-de-France (CORIF) to count the nesting birds in Paris.

Saisi!
