Attentat du 14 juillet à Nice : la police en procès

The security arrangements in place for the fireworks display on July 14 in Nice, at 22:30, on the beach, below the Promenade des Anglia’s, included 44 municipal police officers and 64 officials of the National Police. Christian Estrosi doubts their effective implementation ...

Reeve says they were "crew", i.e. within their service vehicles. To enforce the prohibition of traffic in the pedestrian zone of the Promenade, barriers were installed and police vehicles physically prevented access of motorists.

But no policeman were there, physically, "on guard" to prevent the outbreak of a car or truck, bypassing the static device, through the very wide sidewalk there. And for good reason!

National Police unions have long refused to make any "faction" exceptions (VIP visits, shows ...). They will not be "flower pot". The hierarchy knows and recognizes, including Nice, the eve of July 14...
Now that the municipal police have developed - largely to overcome the shortcomings of the National Police - it strives to postpone the first deemed Access Control menial tasks. The problem is that municipal police ape in turn another, and like nothing better than to be "manning" ...

Beyond this point, the real question is that of co-management of the National Police, between political power and labor, hierarchy, in fact, obedient to both two. In a responsible body exercising a sovereign function as public security, the union co-management, real and strong, is a scandal. Denounced by anyone! ...

It is not certain that an officer well-armed and trained, present on the dam without men, could neutralize Mohamed Lahouaiej Bouhlel-in time. But he did not find there was a fault either. Mr. Cazeneuve which is accountable.
