COST OF VELIB ‘IN PARIS’ – 16MILLION EUROS PAID BY TAXPAYERS




The daily Le Parisien just drop a bomb in its edition of Tuesday, September 13, 2016: it managed to get hold of a report (66 pages) of the General Inspectorate of the City of Paris, delivered from February to Anne Hidalgo and that it has ignored! And we understand why ...
In 2013 - 16 million euros paid by taxpayers

Indeed, in this report, we learn that, for the year 2013 (unfortunately, the inspectors do not provide figures for 2014 and 2015, which accuse probably an even larger deficit because the Vélib 'service was extended to cities the suburbs), the management of Vélib 'has cost 16 million euros for mayor!
This slippage come from different contingencies, such as the problems of vandalism and damage, the costs were significantly underestimated and must be contractually shared between the City of Paris and JCDecaux! In 2013, more than 8000 bikes were stolen or vandalized, which represented a cost of 1.6 million euros.

To fight against this scourge, the Mayor of Paris, the district councils, police stations and police JCDecaux recently held meetings localized to strengthen preventive actions: these working meetings took place mainly in the 18, 19 and 20th districts, areas where vandalism are the most common!

Let us remember that in 2007, when the previous Socialist mayor Bertrand Delanoe had signed the contract with the Somupi, a subsidiary of JCDecaux, he said: "This service will cost the taxpayer nothing. On the contrary, we perceive an annual fee of 3 million €! ". All false!
A new tender pushed back a year

JCDecaux contract for the operating market Velib 'officially expires at the end of February 2017. However, surprisingly, the Mayor of Paris has just announced that she has not yet finalized its specifications expenses for its new tender. Result: it grants an additional 10 months to Somupi, extending his contract until the end of 2017!

But it was not good that Anne Hidalgo decides to launch a tender. But there are not many companies able to manage a fleet of bicycles self-service: in addition to two international giants JCDecaux and Clear Channel, the outsiders are Keolis / Effia (subsidiary of SNCF) and Veolia Transdev (a subsidiary of Caisse des Dépôts et consignations).
