SILENCE OF AUTHORITIES OVER VIDEO CAMERAS

Mozambique: There are criticisms to the State for not informing about the objectives of the cameras assembled in Maputo and Matola. Although they are supposed to be in the name of public safety, some are accused of calling into question the right to privacy.

Since the middle of 2016 we have seen the assembly of video cameras in public spaces in the municipalities of Maputo and Matola. The State never officially informed the citizen, by decree, what the purpose of the equipment was. Even the police and the municipalities concerned at that time said they did not know the objectives and the body responsible for the chambers.

There are even deputies who are unaware of the objectives, as Isiquiel Gusse of RENAMO, the largest opposition party. He says that "it is strange that this placement, [it would be nice if] to clarify what it is, even if it is a new equipment. It is different from the placement of a traffic light, which we know how important it is in the Regulation of road traffic. "

The deputy continues to wait for an information: "In the case of the equipment to which he refers, I hope that some entity appears in good faith and say what it is, because at the end of the day the citizen who is the ultimate recipient of the actions of those who govern You have to know what this Government is doing for you. »

But at least the company that makes its assembly is known, it is the Chinese ZTE, because its employees are seen in full activity.

The State cannot be the first to violate laws to combat violation of laws

On the other hand, it should be remembered that crime rates in the country have increased, especially in these two cities. Kidnapping, murder and robbery are the daily bread. This is why this action is interpreted as a reinforcement of security.
The jurist Eliseu Sousa acknowledges the fact, as well as the need to fight crime with some effective and even forceful means, "but that this forcefulness will not eventually violate any constitutional right, because the State itself cannot be the first to violate the laws to combat the violation of the laws. There must be this communication between public and private interests, "he says.

And the jurist points out the possibility of a conflict of laws: "I have already expressed myself in the sense of questioning the rights of citizens and the right of the State to monitor people, even in public life. The privacy of people, even if it is on the public highway, and another that is the right to security. "

Is Guebuza's son company responsible?

Eliseu Sousa underlines that it is equally important to provide technical information on equipment installed in public spaces. If this were not the case, then there would be another type of violation: "In the context of all rights, one of which is to have the right to information on the part of the State, I think it would be urgent for the State to explain itself. I think there has not been a plausible explanation to date. "

According to Mozambican newspaper Canal de Mozambique in mid-2016, Msumbiji Investment Limited, the company of Mussumuluku Guebuza, son of former Mozambican President Armando Guebuza, is responsible for the project. And this will have contracted the Chinese company ZTE to do the assembly. But what institution the company of the son of Guebuza provides services is what still has no response.

Saisi!
