This Monday, June 24, the proposal of the President of
the Departmental Council of Aisne formulated during his meeting with Emmanuel
Macron in the framework of the great national debate was voted: the
beneficiaries of the RSA will be forced to perform 35 hours of work per week
for to touch their income. The idea is that the unemployed, if they do not want
to see their RSA allowance reduced, will have to devote 35 hours of volunteer
work as part of their reintegration project. In other words, a volunteer ...
obligatory. Work without pay, the new idea of government.
Proof of the indecency and arrogance of the project,
the latter was named "Aisne Assets". In line with the many statements
of the President of the rich who explained to us that social assistance costs
"a crazy dough" or that offered to a young unemployed to "cross
the street" to find a job, this new measure, whose name imply that the
unemployed would be "inactive", aims once again to blame and
criminalize those who bear the brunt of the ultra-liberal policy of the
government.
Nicolas Fricoteaux, at the origin of the project, even
told the micro Franceinfo that one of the benefits of the project would be to
end with "polemics on assistantship". These so-called polemics are
nevertheless created from scratch by the government itself and the bosses who,
by this type of measures, seek to place the responsibility for misery on those
who suffer it. It is in this sense that a mother of the family challenged the
President in an open letter published on Permanent Revolution a few months ago:
"Do you seriously think that we" inactive "we were bored? We run
administrations in an attempt to make room for the proposed job one where we
are sometimes twenty to apply, and twenty others will postulate, putting us in
competition against each other. "
By introducing this measure in a region, it obviously
serves as a pilot. There is no doubt that this type of measure then aims to be
generalized and extended throughout the country.
This criminalization of the
unemployed is clearly assumed. Last February Laurent Wauquiez, President of the
Auvergne Rhône Alpes region, declared: "I am fighting for hours of
community service (TIG) to be carried out in return for the RSA". The
logic is therefore very clear: the unemployed are criminals, and will have to
do community service as a person who has committed an offense. The TIG are
indeed in France a penal sanction of substitution to the imprisonment.
However, it is this system
and bosses who speak of assistantship who are responsible for structural
unemployment allowing them to create competition between employees, in order to
always degrade their wages and working conditions. Let us also remember that in
the Aisne, one of the departments most affected by unemployment, there are 22
unemployed people for only one offer.

Since the time we say that we are really threatened by
the ambiguity of integration policies and the lack of lucidity of the
administration on the real meaning of these policies and the representations
they convey: here is the confirmation.
Exit follow-up organizations, accompaniments, the need
to look for a job, etc ...: with 35 hours (nothing less!) Of forced
volunteering, the recipient will now be sentenced to RSA (and therefore forced
labour) for life. More time to develop a project or look for a job ... Besides
getting around every day has a cost that the RSA certainly does not allow to
assume ...
Concretely, I do not see too much the feasibility of
this iniquitous decision: how recipients without car, or with very old cars
that cannot even meet the new standards and cost of control technical version
2019, will they be able to move to perform their 35h mandatory in are as rural?
If we add to this the announced privatization of national roads (= tolls), the
increase in insurance, fuel, not to mention all the others, the prospect is
Kafkaian!
The RSA currently allows just not to starve and heal
(CMU) universal health coverage. With this provision, there
is no doubt that it is to permanent fasting that recipients are condemned if
they are really obliged to go out of their house every day.
Finally, as I have already said (in vain, because the
words I hear in the PTI give me to think that I speak in the desert) we would
like to make us simply disappear that we do not do otherwise.
Above the pediment of the entrance to the Auschwtitz
camp was written "Arbeit macht frei" (Work makes free).Those who have
crossed this portal have (almost) never returned. And to all those who find these
words "exaggerated", unnecessarily "dramatic", I still
remember that dozens of workers and precarious on the street were free of
charge, mutilated, hundreds imprisoned for the past six months simply for
expressing their opposition to this state of mind: consists in taxing
inconsiderately, pushing people to the top, and then criminalizing any
inclination opposition.
Whoever makes poor workers, unemployed, recipients of
RSA, trade unionists, journalists too disturbing, criminals treating them as
such. Whoever will make all citizens, even those who think they are safe, soon
suspects, if we do not stand together today.
